Alright. Let us pick an executable, say calc.exe (under
C:\Windows\system32). Find that exe file, right click, properties,
Security Tab. Verify that the local COMPUTER\Administrators group has
full control permission. Create a user, make a member of
Administrators, login over RDP and try to launch Calc. What happens?

Neha, just re install the Office 2003 and try to fix certain bugs (viruses) in ur comp

it seems that you lost admin privileges on your system for some reason... reinstalling office 2003 or may be the OS should help as suggested by others
