What is the intention of issuing H form and whose going to issue this export house or domestic too

Form H is a Customs Certificate confirming the export of particular goods.
It is issued by the Customs Department on behalf of the foreign buyer.
The same Form H has to be produced to the Commercial Tax & Excise Tax Department proving that the goods have been exported.
