Yes, you can start preparation

There will be change in assessment year  in Tax so  buybooks after Nov 2016 exams.

Also read RTP of  Nov 2016, May 2017 and Nov 2017 plus suggested answers of Nov 2016 and May 2017.

These are / will be hosted on icai.org . You will also get amendments in RTP. So need to purchase any books.

Now for Books:

Adv Accounts and Accounts - Praveen Sharma Notes (Best) + PM  if you are not able to find then use PC Tulsiyan +PM

Law - Munish Bhandhari +PM

Tax - TN Manoharan(simple language) +PM

Cost FM - Padhuka +PM

Audit - Surbhi Bansal or Pankaj Garg + PM

ISCA - ICAI SM + PM

New Editions of PM and SM will be published in Jan.  

In all the of the above also see illustrations of Study Material also.

IPCC is not that tough. 2 months of continuous study of 8-10 hours is enough to clear it . As you are starting early.  I will suggest you to go through pratical subjects like Accounts, Cost FM to start first then move to theory subjects like  ITSM and Law.
