We are a partnership firm regd under GST. We have to pay lorry freight to the transporter who is registered under GST but he does not charge GST in the Consignment note? Why is it so and do we have to pay GST under RCM

under expemtion notification service provided by gta if the consignment value doesnot exceed 1500(consignmnet in a single carriage) is exempt from tax....
