The Dealer within 1.5 crore must sign the Auditor to the GSTR9 Return.

Not Required....
GSTR 9C ( Reconciliation Statement and Audit Report ) needs to be filed only by those Registered Persons whose Aggregate Turnover exceeds Rs. 2 crore and needs to be certified by a Chartered Accountant or a Cost and Management Accountant.
