Dear All,
i am a contractor in a Govt Deptt. registered in gst. The name of the department is Irrigation department.
i am supplying material and labour services to the department on contract basis. Department makes me the payment along with gst i.e., 12 or 5 % according to the work which i pay in my gstr 3b as i am also a registered taxpayer in gst. But when i asked for the gstin of the department to file in gstr1 as the sale falls in b2b according to me, the department denied to give the gstin and told me to file the return without gstin.
My concern is that how can i input the sale in b2c when the department is a registered entity. Can this type of job work be considered as b2c? please explain 🙏

Search their active gstin from their PAN.
Sir i dont have their pan. i only have their Tan which i got from 26as as they deduct tds. What to do now ?
If you both are registered then it's B2B supply You also can Search GSTN number with name on GSTN portal in Search tax payer .
Other wise write to higher authority regarding not providing GSTN number , Also inform in writing to GST department in jurisdiction near by to you .

It may also be possible that the department may not be having gstin. But only having registration to deduct gst tds. 

You will have to confirm this from proper officials.

GST department may help you to find out the GSTN number . write them to only regarding to find out GSTN number .
Prasad Sir i tried to search everywhere on internet but didn't find out the gstin of the department. I came here after my endless efforts.
And Altamush Sir department has gstin number its confirmed because i have another gstin number of the same department but of different city.
Search on GSTN portal , in search tax payer section, still unable to find out , then go to GST department near by you and consult them and try to find out GSTN number .
Is there a way to search taxpayer by tan number ?
GSTN number is PAN based number , So try to search with PAN number , find out PAN , then on GSTN portal option " search tax payer " , enter PAN , then you will get GSTN number .

If you are having TAN of the department then from that you can find PAN number.
