Hai sir good morning this srinivas from AP. is compulsory to file GSTR 9 below aggregate turnover 2 Crores for FY 17.18

It's optional to less than 2cr turn over dealers.

For GST taxpayers whose turnover is below Rs. 2.00 crores, it is optional to file Annual Return.
