Any chance or any representation to waiver of late fees for delay in filing GSTR 9 and 9C.
There are so many not yet filed even for 2017-18.

Yes you can file as GSTR-9 is not showing late fee for earlier years
You are required to pay Late fee as per Section 47 of CGST Act . as of today there is no exemption.
