if my turnover is f.y. 2019-20 is Rs. 3 crore.
Am i eligible to file Gstr-9 and Gstr-9c.

Yes , turnover is more than 2 Crore then , you have to file. GSTR9 and GSTR9C for F.Y 2019-20
You're eligible for gstr 9 and gstr 9c is optional for you
As per notification 77 dated 15/20/2020 , it's optional to file GSTR9 and GSTR9C who's turnover is less than 2 Crore , please refer notification .
So as per notification above , you have to file GSTR9 and GSTR9 C , because your turnover is more than 2 Crore , as per your query its 3 Crore .
