Can I file GSTR 9and 9C in old format with out being waiting for new updated tool.
Will it be valid one or not??

U can. it is valid. ( if you are sure with exiting 9C forms)

Yes, You can file GSTR 9 and 9C in old format and it will be valid only and most of the professionals are doing this only as the government is not updating its tool on timely basis and old format is also acceptable in this case.
