Purchases are to be included while filing the gstr 4 return of period Oct - Nov 18?

As per Notification 60/2018 CT : No need to provide Purchase details..
no it is not required.
But it is asked while filing that if u had made purchases or not?
No need to fill purchase details in gstr 4.
Only those purchase on which RCM applicable is to fill.
