if payment not received whether i have to pay gst liability from my own pocket through gstr3b??

Yes. Once the bill issued you have to pay the GST.

Yes.... you have to pay gst once advance is received or invoice is issued whichever is earlier..

Once tax invoice issued you are liable to pay tax
