Liable for Penalty in both head..
per day Rs.25 cgst and Rs. 25 sgst from due date till date of filing. if its nil return then Rs. 10 each

Totally Rs. 10000 (CGST Rs. 5000 & SGST Rs. 5000) if It's other than NIL return...
If Nil return then Late Fee Payable Rs. 4240 (CGST Rs. 2120 & SGST Rs. 2120)
