yes you can adjust. IGST cash to SGST cash. only CGSt and SGST cannot be squared among themselves
gstr1A if applicable has to filed before filing gstr3. if nil no need to file. if there is any data then. supplier has to mandatorly take act
action on gstr1A
Gstr1a last date and time is "before submiting gstr3"
It's mandatory if your recipient does not took action on their gstr2A and inserted your invoices in GSTR2
