When I am trying to upload GSTR 1 of financial year 2017-18, through offline, It is showing the error "Please check the spreadsheet, either all rows have invalid data or the wrong section file is copied/uploaded". Here is what I did to upload through offline:
1) downloaded GST offline tool
2) selected "Upload new invoice
download offline utility >> install >> and upload csv file and generate json file
