एक माल जिसका बिल एवम e-way अपडेट है बिल पर खरीदार का GSTIN no प्रिंट नही हुआ और रास्ते में रोक लिया गया माल को सीज करने और सक्षम अधिकारी को नोटिस जारी कर अर्थदंड लगाने का अधिकार है क्या ?

YES अधिकारी को नोटिस जारी कर अर्थदंड लगाने का अधिकार है 
If the GST NO is not applied then the E-way bill will not created
