Quick Summary
This discussion clarifies the Goods and Services Tax (GST) treatment for invoices issued to the state government for project reports. If GST is applicable and charged on such invoices, it should be treated as a Business-to-Business (B2B) transaction. Therefore, it needs to be recorded in GSTR1 under the B2B section.

B2B if GST is charged
R u registered company or registered contractor
If GST is applicable on the said assignment then it has to be entered under B2B only
