Have not filed GSTR -3B since July 2019, if i file now its showing late fees.
As per latest notification late fees has been waived/reduced but its showing full, Do i have to file after 1 July 2020 to get the benefit?

Definately SIR, It is recommended by council committee to waive late fee for GSTR-3B
Dear Rajkumar , it's only the recommendation & NOT notified till date.
So it is Applicable/effective only when It is notify by council by issuing Notification.
@ HR consult : As of today the late fee is applicable as per law , so I would suggest you to wait for govt. to notify the same by issuing Notification & most probably at end this month it's likely to be notified.

You can get the benefit of not paying late fee if the recommendations get notified. Currently waiver of late fee is just recommended by the Council but it is not yet notified. If it does not get notified then you will have to pay late fees whether you file now or later.
