GST RETURN Late fees

One assessee did not file any gst return from beginning. He has done migration to gst in nov 17 but did not file any return. turnover is less than 1.5 crore. good thing is he has tax credit in every month. what will be the penalty or late fees if he file all return in this july 18. Is there any risk of any notice for filing return so late.
