Dear Sir/Madam,

My query is if GST Registered dealer (Under regular) purchase goods from composition dealer for resale.

While selling particulars goods to individual or customer they should collect GST from customer or not because while purchasing goods they have not paid any GST?

yes if they are regular dealer they need to collect GST from customer irrespective of whether they made purchase from regular dealer or composition dealer...

because while purchasing goods they have not paid any GST?

Yes... You can (must) charge GST on Your supplies to anybody & purchased from any of the registered dealer or composition dealer or URD for the taxable goods.

yes every registered dealers have to collect GST from sales and have to pay RCM on urd purchase now it's suspended

Yes you have to collect GST from your customers since your are a REGULAR SCHEME REGISTERED DEALER U/s 9 of the CGST Act 2017. It doesn't matter from whom you purchase goods for trading or have paid GST or not in your inward supply.

Charge GST from your customers and issue a proper Tax Invoice.

Section 9(4) of the GST Act relating to RCM on Purchase from un-registered dealers, for the period 01/07/2017 - 12/10/2017 applicable or not....

Kindly consider the notification " Notification No.8/2017-Central Tax (Rate) " and " Notification No. 38/2017 – Central Tax (Rate)".
