ones gst regn. has cancelled vide order dated 29/8/2019
by form gst reg 19 [see rule 22(3) ]
endorsed with application reference no. ..... dated 28/4/2018
but on portal there is not any notice/scn regarding such arn dated 28/4/2018.
now my gst regn has cancelled
please guide me

sir you will have to meet the concerned officer. they will ask you to pay taxes of the unfilled gstr 3b. once you pay it they will restore the registration. As i went through this process i am advising the same

yes formal application. citing the reason and your willingness to pay the pending liabilities.
Yes it would be better to write an application regarding the concerned matter. Moreover they will tell you to write an application and deposit the same with the Department.
