PAN of owner is also required

It's better to apply for a new GST Registration again...

However the grounds/ reason for rejecting the application for new GST registration by the GST Officer needs to be mentioned in the Order i.e. FORM GST REG-05.

So as per my opinion, you should apply for a fresh GST Registration again with the proper documents. If the problem still persists ( again gets rejected by the PO ), then you can file an appeal to the Appellate Authority using FORM GST APL-01.
