Can an individual carry on two businesses with only one registered under GST, voluntarily? The cumulative turnover also doesn't exceed 20 Lakhs.

Yes you can do so but if one business is of exempted and other is of taxable , then bifurcation ITC in respect of common expenses is quite confusing .
