If Rented then Rental Agreement is must...

Instead of electricity bill, you can submit telephone bill / mobile bill in the name of landlord and having the address of the rented premises. Along-with this you need to submit NOC (No objection) from landlord. Rent agreement is not compulsory.

the electricity bill is the name of landlord ..can I submit the bill.. but my business room is rented

Yes you can..Also submit NOC from landlord.

You can use Electricity Bill...

Rental Agreement is required for registration for rented premises if You are dealing business...

Both are same...

NOC or Consent letter used if the premises is Your relatives or any other without rented activities only.
Not for rented business places...
