If you falls in special category state then your yearly turnover comes to 12L. The moment when your turnover exceeds 10L you've to compulsory requires to register.

Nagaland
Sikkim
Tripura
Himachal Pradesh
Uttarakhand

Rightly said @ mayur patil I would like to add something, there's proviso in the act which says even if your turnover is below the threshold limit you can opt for registration.. There's no such compulsion its optional
