Whether exempted services under GST are required to get registered under GST registration?

Registration Required even if they are Exempted Goods... Because You need to provide Invoice at the time of supply of goods...
What about services which are not exempted but zero rated, like export of services? Do we need GST registeration?
Incase of Export of Services you need to take registration otherwise you will not be able to take ITC refund.
If I do not want refunds then do I need registeration? I do not want the hassle of filing returns every month.
In case of Zero rated goods also need to take care of turnover if it crosses 20 lacs registration will be compulsory.
In case of Zero rated Supply need to check turnover if it crosses 20 lacs have to take registration.
