Gst/ regarding registration under gst

Every firm need to register itself under GST if the firm is providing taxable services.if you are providing services to foreign company then you have to register yourself under GST .

but if its services are taxable at 0% becoz of export of service and 

• Persons making Nil-Rated/ Exempt supplies of goods and services are exempted form registration of gst. Still it is required to register?
