I have started my business last year.... I have rs 19,100 ITC. Now I want to close down the business.
Can I claim gst refund on that...

You can't claim refund due to closure of business. You can claim refund of itc only if you export or your supplies are under inverted duty structure.

No you cannot ....
Refund can be claimed as per the provision of Section 54 of CGST Act
Note : Closure of business , you are liable to pay tax on any stock or asset lying at that point.
