I am not able to apply 2021-22 gst refund export without payment tax.Please help me

I think, refund will get on export on payment of tax

You have to file LUT with the department if you want to export goods without tax payment.

You can claim a refund of the ITC against these exported goods.

Are you taking about refund of un-utilised ITC without payment of Tax ???
