GST rate & HSN code for scrap furniture sale

Hi Friends,

I have a doubt regarding the scrap sale of furniture. The Case is if any furniture dealer is procuring old furniture from the customer (individual - unregistered) against the exchange sale offer and selling the old furniture to scrap vendor. As per the GST rate, any scrap sale comes under 5% GST rate, shall i take this sale under scrap sale at 5% (or) is it comes under 18% rate (normal furniture gst rate)? Pl advice
