Yes, it's mandatory to file GSTR 4 Annual return For F.Y 2019-20 by all the Composition taxpayers.

Last date to file GSTR 4 is 31st August, 2020

Yes, it can be.....as there are some issues which requires further clarification / Exemption regarding GSTR 4.
But as on date, No such notification /recommendation/ news...
