I don't own a house and leave in own house and electricity bill is in my father's name I don't have any proof in my name what to do now

It seems you live in a house owned by your father, not you. Attach NOC from your father. I hope this will do.
Yes correct , Attached the Undertaking from your father & proof of Ownership ie electricity bill.
