If you have strong proof for non levy of penalty then you can apply for appeal under GST APL 01 to Appellate Authority
Ok in case if customer want to pay penalty can it be paid online as he not having gst number and when will be vehicle released after payment of penalty
Yes customer can pay penalty as per order and after payment vehicle can be released
