kindly guide me on the matter that is sale of solar street light to gram panchayat is liable to get

and whether it available if it is exempt

As per Notification No. 1/2017 - Central Tax ( Rate ), dated 28th June 2017, Sale of Solar Street lights attract GST @ 5%. You can refer Chapter No. 84 of HSN Chapter for more clarity.
