GST on rent

I have paying commercial Rent 32000 my basic amount is 28800 after deducting TDS shall I liable to pay this on GST site.....Any limitations for that ?

gst limit applicable if total turn over more than 20lakh then liable

one more question landlord taken GST number on 16-oct-2018 then shall i take credit from July 17 to till date?

actually my CA told me to take GST bills from July 17 to mar 18 and landlord got the gst number on 16-oct-2018....how is it possible ? we can't take this bills na..
