What is the status of Reimbursements in GST Regime. Weather any reimbursement made to employees/outside vendors is liable to attract GST?

reimbursements made to employees are not taxable.
Reimbursements made to vendors will be taxable in hands of supplier itself
Reimbursements made to vendors will be taxable in hands of supplier itself
