gst on profarma invoice

we have paid advance against proforma invoice to supplier he charge gst on it & paid to govt.Oct 2018

the advance amount knoff in our books if he paid tax invoice to us but he told us we have paid gst at the time advance.

he refuse to tax invoice & we have not taken ITC without tax invoice.
