gst on new flat purchase

my father purchase a new flat they paid vat and services tax to builder. they have to only sum balance amount to builder. builder says pay GST @ 12 % on balance payment.
but when I saw my service tax payment receipt my father pay service tax as per rules on agreement value. but at this the builder demand pay GST with balance payment. please revert my query.
