Gst on interstate service provider with less than 20 lacs

Hi,

We are providing consulting service in Indian Stock market with yearly turnover less than 20 lacs 

Our clients are from all over India

As per below mentioned article, published on 07th Oct 2017, I believe that now there is no requirement for us to register under GST and to collect GST from our clients.

You mean, we don't have to collect 18% extra also from our client as far as turnover is less than 20 lacs, no matter we provide service in other states also. Right ?

I think earlier this was not the case. This new rule has came from 06th October 

Today on 10th October I contacted GST Helpline 0120-488899 and there one lady said I had to apply for GST and collect GST from our client.

This is opposite to what is mentioned on popular websites at below link
