Gst on freight on import charges

GST is payable as per RCM Rule on freight charges payable on import of goods but can't they charges IGST on double payment.

They already charges IGST on CIF Value,on Assessable value of Goods and then they also charge GST as per RCM on Freight charges

upto the place of clearances in india. Will it be not double taxation on same amount??
