Hello, I am in process of creating a website wherein I am planning to sale out ebooks in form of PDF created by me. These books will help customers in understanding on how to apply for example pan card, passport. Will there be GST levied on selling PDF booklets. If any, at what rate?

It falls under online internet and Database retrieval service and GST is applicable at 18%
