GST on DSA commission

An Individual person who is a trader is registered under GST also having DSA code in Banks , thn who will be responsible for GST payment for that commission recepit.. Either registered person or Bank under RCM??

As per Notification 13/2017  dated  28/6/2017  , if  service provided  by recovery  Agents to bank  then  RCM  applicable .   

Not the recovery agent... it is service by DSA code of commission
