Yes , CNT /DNT is valid without GST.
If there is no agreement between supplier & recepient & CNT/DNT issued is not against any relevant Invoice then No Such Discounts attracts GST
No the Recepient is not liable to pay GST/RCM on without GST CNT/DNT , infact such DNT/CNT is should be book as Expense/income
