Gst on construction services

Respected Sir,

if an civil engineer provides the services of Construction,renovation ,repairing etc. is it falls under the definition of WORKS CONTRACT?

i have two more questions.

whether he can enjoy input tax credit on goods or material like cement,bricks,steel or electronic items.?

whether his clients can get input tax credit on works contract or not?i.e. Mr.x civil engineer provides services to Abc ltd then ABC ltd can get credit or not?
