As per my view , you cannot file GSTR1 for financial year 17-18 now. the last date up to which you could have file your GST R1 was 31st March 2019.
let us also see what others says.

Nahi , jaisa ki Order 2 key anusaar koi bhi Galti Fy 2017-18 ki 31/3/2019 tak hi teek Kari ja Sakti thi. Toh ab aap kuch Nahi Kar saktey
