Yes agree with Mr. Raja Ji reply. When the registration is being cancelled due Non filing , then what how can you file GSTR 10, & anyhow if you file GSTR10 what is the benefits.
See as per Circular 95/14/2019 the person whose registration cancelled on ground of Non filing of return , won't be able to obtain new registration under same PAN in future.
So it's better to contact to your jurisdiction Tax Officer & try to revoke it.
