My date of liability is 24.10.2019 but date of issue of certificate is 01.11.2019.
will i have to file nil return for the month of Oct 2019 or not?

Yes ........................................ liable to file Nil return if there is no transaction in October
But i have taken GST reg. on voluntary basis
your liablity to pay tax begin from 24/10/2019, hence if any transaction between 24/10 to 31/10 need to report in october return
