Can Anyone tell me what are the Sovereign service provided by Government?

When the government undertakes public welfare activities in discharge of its constitutional obligations,
such activities should be treated as activities in discharge of sovereign functions.
E.g. Defense, making peace or war, foreign affairs, acquisition of a territory etc.
