Restriction is only for interstate sale. As I understand, no restriction for interstate purchase.

Yes , No restrictions on Inter-state purchase , even on Import of service .

Composition scheme assesse cannot take input tax credit ,can't make interstate sale.
It is applicable for those assesse who are not eager to take or involve in any complications.
For petty business this is best suited.
