a recommendation made by GST council in a council can meeting, bounding on department or not when no notification or clarification have been issued in that regard??

Recommendation take effect only if notification issued. Recommendation not binding on anybody
In GST Council take some decisions and give some recommendations to CBEC / GSTN it's just a meeting and just recommendation....
These recommendations force after notification issued by CBEC...
